What Good are Laws without Morals?
Why don’t these laws work? Here’s one answer. In nuce: because laws deter criminal behavior, but the deterrent force has limits. Laws alone are not sufficient to guarantee the prevention of criminal behavior.
At its root, the problem is a moral one. The legal aspects, important in themselves, are relevant at its surface level. And the problem likely won’t be solved if we treat it as if it were merely a legal matter.
